York Co. Man Arrested By SWAT During Shelter-In-Place Incident ID'd: Police

The police have released the identity of a man they say caused a shelter-in-place order to be issued on Friday.

Daniel J. Holbrook, 47, has been arrested, with the help of a SWAT team, after he broke into a home and violated a protection from abuse order in Fairview Township on June 23, 2023. 

York County Emergency Management received a call to the domestic incident in the 500 block of Kellinger Road, Fairview Township at 7 a.m. and the area police arrived at the scene within five minutes, authorities explained.

Around 5:30 p.m. police issued a release detailing the events they say led up to that phone call:

"(He) had forced entry into a residence at that location causing damage to the door and went inside. He was known to the homeowner and there was an active Protection from Abuse Order issued against him. When the homeowner returned to the residence, they found Holbrook inside. After a brief confrontation between the two, the homeowner was able to flee and call 911."

After he barricaded himself YCDES issued a shelter-in-place alert for the surrounding half mile, according to dispatch.

The road was closed at Kellinger and Scully Place, while the shelter-in-place order was in effect, according to area police.

"Due to Holbrook's erratic behavior and the knowledge that there were weapons in the residence police requested assistance from the York County QRT,"  and the Quick Response Team established communication with him, the police explained in the release.

Holbrook came out of the house peacefully, sometime around 11:30 a.m., according to police.

He has been charged with Burglary, Criminal Trespass, Criminal Mischief, and Indirect Criminal Contempt, police say and court records confirm.

Holbrook previously lived in the 500 block of Kellinger Road, according to public records. 

In addition to the Newberry Township Police Department and the York County Quick Response Team; the Cumberland County Special Response Team, and the Dauphin County SWAT Team also responded to this incident.

Holbrook's bail has not been set as his preliminary arraignment is scheduled before Magisterial District Judge Robert A. Eckenrode at 8 p.m. on Friday, June 23, 2023.
